Many developers have received this memo and made some great open-world games that do a great job of giving women the representation they deserve in a market that is oversaturated with the gritty male stereotype. Thankfully, more and more open-world games have identified that having a good female protagonist is important to make games more inclusive while allowing these titles to be explored from a different perspective. For how popular these games are, it's a shame that so many open-world games employ rugged males as their protagonists, which gets really old after a point.
